I don't see an indication that sellers will always loose a claim if tracking is not provided, but instead that they will not be able to appeal a lost case when they did not provide this information in the structured data field prior to the estimated delivery date passing.
Within the FAQ for this announcement, it is clarified that delivery confirmation is still able to be used to protect a seller and that this process has not changed. What has been announced refers to sellers who either a do not provide tracking at all until a decision is made by eBay or b only send tracking info via eBay messages and do not upload this through proper channels prior to eBay being asked to make a decision. If a buyer has not received their purchase but tracking confirms delivery, the buyer should check with neighbors or their rental property office to see if this package was accepted by someone else and from there they can work with eBay for any continued concerns.
I just had the exact same thing happen. Seemed like an honest auction from a newby. International tracking number from Germany. Delivered but USPS advised me it was not to my address. They cannot by law provide the actual delivery address. I emailed several time with the seller requesting carrier information etc. Received nothing but "I sent it to the right address. Why not??? How many people are getting scammed on eBay this way???
